Meet the Team

My name is Phil Ballard, and it is with great honor and privilege that I serve as your property assessor.

As a lifelong resident of the Carter community with previous experience as Property Assessor, I am committed to implementing technological improvements and staff training that will significantly enhance our office's professionalism, customer service, and information accessibility.

I hold a Tennessee Real Estate License and have been recognized as the East Tennessee Assessor of the Year by my peers. Since 2008, I have been a proud member of the International Association of Assessing Officers and have earned the AAS designation.

My staff members are highly skilled and diligent, fully aware that we serve you. We understand that your home is probably your largest and most significant investment, and we regard this responsibility with the utmost seriousness.

I welcome all citizens of Knox County to my office. Be assured that the Property Assessor’s office is ready to help you in any way possible. I am dedicated to maintaining fair and equitable property assessments in Knox County and am grateful for the chance to do so.

It is with great honor that I am serving Knox County as the Property Assessor’s Chief Deputy. I began my long career in government operation by obtaining my Bachelor’s degree from Austin Peay University, then putting work towards a Master’s before I got my first job. For the next 30 years I worked for the State of Tennessee in the Comptroller’s Office and learned about various assessment strategies and reporting methods. I also pursued industry-relevant training, and was successfully certified/designated as a CAE (Certified Assessment Evaluator, IAAO), AAS (Assessment Administrative Specialist, IAAO), TCA (Tennessee Certified Assessor), and TMA (Tennessee Master Assessor).

Since moving into local operations, I have served Knox County as the Deputy Assessor since 2009 before taking a break and returning with Phil Ballard. I enjoy spending time in the office educating the team through various training sessions, classes, and paths to certification while also completing the day-to-day tasks. Outside of my role, I spend time with my children and grandchildren or with close friends.
