Phil Ballard Elected Knox County Property Assessor

The Knox County Property Assessor’s Office is pleased to announce the election of Phil Ballard as the county’s new Property Assessor, following the August 2024 election.

A lifelong resident of the Carter community and a familiar face in county government, Mr. Ballard returns to the role with both experience and a renewed focus on fair, accurate, and transparent property assessments. His stated commitment is clear: to ensure all residents of Knox County receive reliable appraisals of their property, rooted in professional standards and local accountability.

“I understand that for many families, their home is their most significant investment,” Ballard said. “That’s why accuracy and fairness in property valuation aren’t just technical goals—they're personal and foundational to public trust.”

Experience That Supports Service

Mr. Ballard brings decades of experience in property assessment and leadership, including:

  • A past Tennessee Master Assessor designation
  • Over 15 years of membership with the International Association of Assessing Officers (IAAO), including earning the Assessment Administration Specialist (AAS) designation
  • A licensed Tennessee real estate professional, which provides added expertise in mass appraisal and market-based valuation practices

He has also been recognized by his peers in East Tennessee:

  • East Tennessee Assessor of the Year
  • Recipient of two consecutive Leadership Awards
  • Honored with the Excellence in Operations Award
  • Served seven years as President of the East Tennessee Association of Assessing Officers (ETNAAO)

Looking Ahead: Technology, Training, and Transparency

As Property Assessor, Mr. Ballard has made it a priority to modernize operations, expand staff training, and improve the office’s accessibility to the public. His administration is already focused on technological improvements to make property data more user-friendly and up to date.

He also notes that the current appraisal team is among the most experienced and highly trained in Knox County’s history—ready to meet the growing needs of a dynamic and evolving county.
