The Property Reappraisal Process

Knox County follows a 2-Year property reappraisal schedule to ensure that property values remain fair, equitable, and reflective of current market conditions. This frequent reappraisal cycle allows the county to maintain up-to-date property records and respond promptly to trends and changes in the local real estate market.

In addition to reassessing property values, the two-year reappraisal process helps the county effectively track and incorporate new construction, demolition, land use changes, and permit activity into the property database. These updates support accurate taxation, efficient land management, and transparency for property owners and the community at large.

Year One: Field Work and Data Collection

The first year of the cycle is dedicated to comprehensive field work and data gathering. Appraisal teams conduct mass inspections across the county, visiting neighborhoods and properties to assess physical condition, verify characteristics (such as square footage, structure type, and building materials), and document any changes or developments. These teams also monitor building permits, track the status of new construction projects, and confirm demolitions or structural modifications.

Concurrently, the county collects real estate transaction data, including sale prices for homes, commercial buildings, and land. This market data is critical for calibrating appraisal models and ensuring that assessed values reflect actual market behavior. All gathered data is reviewed for accuracy and stored securely in the county’s property records system.

Year Two: Valuation and Notifications

During the second year, we analyze the compiled data and apply statistical models to establish updated valuation formulas tailored to different property types (e.g., residential, commercial, agricultural). These models incorporate factors such as location, market trends, property characteristics, and recent comparable sales.

Once the valuation models are finalized and verified for accuracy, new property values are generated and implemented across the county. Every property owner will receive an official notification by mail outlining the updated assessed value of their property, along with instructions on how to review or appeal the valuation if they believe it is inaccurate.
